The North Sea Offshore Wind Treaty (Ostend Declaration)
Nine European coastal nations have ratified an enforceable statutory compact turning the North Sea into a unified 300-gigawatt renewable energy powerhouse. Signatories—including Belgium, Denmark, Germany, the Netherlands, and the UK—have aligned maritime spatial planning laws to construct shared high-voltage direct current (HVDC) subsea interconnectors.
Under this accord, electricity produced at sea bypasses unilateral national transmission tariffs, establishing the first multi-sovereign electricity market governed by joint dispute arbitration.
